"Bad" Bills

Description: Bills that make statute worse and violate UT Gun Rights' Affirmative Agenda.

Observations: "Bad Bills" should be killed; not amended.  Bill sponsors should be required to go back to the drawing board, obtain more input from gun owners, and complete the due diligence they failed to complete before promoting the bill.  "Reload" this page to see latest information.

! Priority Threats !
SB 102 Recruit Communist Chinese NON-CITIZENS to Crush Utah Gun Owners: Allows Utah agencies to hire non-US foreign agents with temporary "resident" status as become Statute Enforcement Agents (SEAs).

According to lines 34-39 and 78-83, they would now be able to accept any temporary "resident of the United States who: (A) has been in the United States legally for at least five years; and (B) has legal authorization to work in the United States..."

This is a dream-come-true for the Chinese Communist Party and their People's Liberation Army.  Their infiltration agents can now easily and openly "police" Utah's gun owners
.  Once in place, they can be "federalized" and utilized to invade homes, seize firearms, and incarcerate or murder those who resist.

And these foreign agents need not infiltrate the US for a full 5 years, because "residency" is neither concretely defined nor enforced.  They could have made a trip to the US five years ago.  Or they could "self-identify" as having resided in the US.

This also steals jobs from American Citizens, and demostrates again the deep hatred, loathing, and contempt legislators and lobbyists have for you.

Note: See the Defending Utah article exposing this abomination.

Note: This gun control bill is SUPPORTED by the secretive Utah Law [sic] Enforcement Legislative Committee headed by Utah attorney general Sean "Rambo" Reyes, as well as the Utah Sheriff's' Association and Utah Chiefs of Police Association.
Passed house and senate; awaiting Spencer "Switch Hitter" Cox's action. 3/17
SB 195
Forced Vaccinations by Local Tyrants:  Creates sweeping new statutory powers that can be exercised by any county or municipal regime and "health" department.

Under the new term "local orders of constraint," a mayor, or even an unelected city manager, could order Citizens to be forcibly vaccinated, medicated, incarcerated (home arrest or in detention centers), have their firearms seized, and their other property stolen.

Current statutory religious exemptions, firearms exemptions, or requirements that public hearings and/or judicial review be conducted, would NOT apply.

UT Gun Rights argued against these "local orders of constraint" in a previous bill attempt in 2020. Many of those arguments are still applicable in this bill. Threat briefing to come.

Note: The Libertas Institute SUPPORTS this attack on all Utahans.
Passed senate and house; awaiting Spencer "Switch Hitter" Cox's action. 3/17
HB 76 S1

Elitist GOP Deep State Declares Open Season on Homeless Gun Owners: Allows state and local agencies and government entities to prohibit homeless gun owners from defending themselves inside government homeless shelters.  All possession could be banned without requiring so much as a secure storage locker (see lines 112-117).

This corrupt regime has done much to impoverish gun owners.  Now it seeks to extinguish their ability to defend themselves in facilities they paid for with their tax dollars.

Note: The Libertas Institute, Utah Carry Laws, and
Utah Shooting SPORTS Council SUPPORT this attack on indigent gun owners.
DEAD. Passed house, died in senate. 3/17
Significant Threats
SB 12 Gun Control by Unelected Bureaucrats: Reauthorizes "administrative rules" created by unelected bureaucrats that have the same effect as gun control statutes. These rules include gun controls. Enacted.
Passed senate & house.
3/17
HB 101 Self-Incrimination for Refusal to Surrender Firearms: Forces those convicted of NON-VIOLENT "offenses," who are ordered to surrender their firearms, to sign a self-incriminating confessional that he/she has surrendered all firearms, and is guilty of additional crimes if he/she is ever caught with firearms in his/her possession.

See the "HB 100: Veteran Disarmament Courts" threat briefing, and also the 9/23/2019 alert, "Warning! Utah's 'Cannabis' Bill Designed to Entrap Gun Owners," alert as this ties in with the ongoing effort to disarm veterans and other perceived threats to the globalist gun control agenda.

Note:
This gun control bill is SUPPORTED by the Utah Shooting SPORTS Council, the secretive Utah Law [sic] Enforcement Legislative Committee headed by Utah attorney general Sean "Rambo" Reyes, as well as the Utah Sheriff's' Association and Utah Chiefs of Police Association. Utah Carry Laws is "neutral" on this gun control bill.
Enacted.
Passed house & senate; signed by Spencer "Switch Hitter" Cox
3/17
HB 200 Reaffirming Government-Endorsed Theft of Firearms from Innocent Owners: Existing state statute empowers Statute Enforcement Agents ("SEAs") to accept and retain firearms stolen from innocent gun owners, without any meaningful due process protections. This bill is marketed as an improvement. According to lines 50-56:

"(b) [A] If the owner of a firearm requests return of the firearm in person at the law enforcement agency's office, the law enforcement agency:
(i) may not hold [a] the firearm under this section [if the law enforcement agency obtains the firearm in a manner other than the owner cohabitant voluntarily presenting, of the owner cohabitant's own free will, the firearm to the law enforcement agency at the agency's office.]; and
(ii) shall return the firearm to the owner."

How long will SEAs take to return it?  No time period is required, and no criminal penalties are attached for failure to comply immediately.  In other words, this is feel-good, largely- unenforcable language.

Once again, a sickening double-standard is established.  On the one hand, gun owners are guilty of "criminal offenses" for unknowingly and unintentionally violating nearly any statute.  On the other hand, corrupt Statute Enforcement Agents (SEAs) can do whatever they want and violate statute whenever they wish.

HB 200 is par for the course in Utah's insane asylum: Rather than repeal the entirety of these offensive gun control provisions, false "friends" attempt to paint the ugly pig pretty.

Note: This gun control bill is SUPPORTED by the Utah Shooting SPORTS Council, the secretive Utah Law [sic] Enforcement Legislative Committee headed by Utah attorney general Sean "Rambo" Reyes, as well as the Utah Sheriffs' Association and Utah Chiefs of Police Association. Utah Carry Laws is "neutral" on this gun control bill.
Enacted.
Passed house & senate; signed by Spencer "Switch Hitter" Cox.

Less Likely / Distractions
The following Democrat wet-dream, feel-good bills allow them to tell their effeminate snowflake supporters they "tried."  Cowardly Republicans can also pretend their gun control bills aren't so traitorous.
HB 205 Brian King's Perennial Wet Dream: Similar to past bills King has floated, this year's trial balloon would empower federal agents to micro-manage all private firearm sales.  Some have referred to it as "universal background checks.

King got a wee creative this year, adding a federal regime tax for the "service" it would provide.

"Ugly" Bills

Description: Poorly-written bills that masquerade as positive improvements, and that harmfully distract and divert the attention and efforts of gun owners.

Did anyone ever take you on a snipe hunt as a child, chasing after an imaginary and ever-elusive target you could never find? It is a timeless and effective tactic of professional manipulators to send well-intentioned citizens on snipe hunts as a diversion.

The justifiable emotion and energy of the citizen regarding an issue of importance is captured and applied to a task that can't or won't be accomplished — or is useless in its effect.  The status quo is thereby preserved and injustice is advanced. "Reload" this page to see latest information.

HB 60 Carry Concealed without a "Permit" in Some Places: Provides that an individual who is 21 years or older, and may "lawfully" possess a firearm, may carry a "loaded" or "unloaded" concealed firearm in some public and private areas without a permit.  Exceptions include school premises (loaded or unloaded), vehicles (loaded), and places where concealed carry is entirely "prohibited."

This means, for example, that gun owners carrying "loaded" concealed on the street would be required to "unload" their concealed weapon before boarding at UTA bus or taxi in order to avoid a Class B Misdemeanor and up to 6 months in jail.  This creates a highly dangerous and vulnerable situation.

Weapons rendered "unloaded" also drastically reduce a gun owner's defensive response time when fractions-of-a-second can mean the difference between life and death.

Your supposed "friends" are skilled at stealing defeat from the mouth of victory.  After many years of flagrantly violating their constitutional oath of office by opposing permitless carry, the best they can do is to cobble together a schizophrenic hodge-podge of confusion and danger.
Enacted.
Passed house and senate; signed by Spencer "Switch Hitter" Cox.
